MANILA, Philippines – The Philippines has long suffered from a learning crisis. Recently, more unsettling figures about the country’s education system emerged from a report by the Second Congressional Commission on Education (EDCOM 2).

Among EDCOM 2’s findings are students lagging years behind expected literacy standards, “alarmingly high” rates of tertiary students dropping out, and top students not getting enough support from the government.
